I-130 and I-824

I have an approved i130 however, USCIS are requesting for me to submit I-824 to indicate whether it I’ll be processing it inside the USA or outside.

However, on the i130 form it was not made very clear we had to indicate it.

If I was to submit the i824 how long is the process?

Alternatively, can I travel to the USA on a ESTA visa as my i130 is closed?

"on the i130 form it was not made very clear we had to indicate it": what responses did you give to the last two questions in part 4 of form I-130? You should only have answered one of these questions; did you perhaps answer them both? In any case, you can't use ESTA to travel to the US; you need an immigrant visa.
