I am a Filipina and my partner is French. We are unmarried however, we have been cohabitating for 2.5 years now. He will start to work in London in April. I am travelling with him with a standard visitor visa. My questions are:

1.) Is it possible to apply an EEA FM Permit in UK while just having a standard visitor visa or is it necessary to exit UK to apply for that?

2.) If I need to exit UK to apply for EEA FM Permit, is it necessary to apply it from Philippines or just any country would do as long as it is outside the UK territory (eg.France)? for budget and time speaking*

3.) Do we need to wait for his 3rd month in UK before we can apply or even less than 3 months of working there we can immediately apply as long as we have the documents required?
