time Time towards Permanent Residence in Germany

I am currently a Nonnon-EU person living and working in Germany. I finished withcompleted my Masters from a Germany UniversityGerman university in 3three years and then I started working with on a Blue Card with a company in Munich. After 6six months, I quit and went to Belgium forto study and then returned back to Germany for a job. Now since 2021Since October 2021, I have been working here in Germany on a new Blue Card, of course. I speak German at a B2-C1 level.

My questions -

Am I am wondering if I am eligible for a Niederlassungserlaubnis now? I did checkhave checked all the requirements -and the only doubt I had was -that, as I am a Blue Card holder and speakspeaking German at a B2-C1 level, it is after 21 months that I become eligible after 21 months.

Now in In my case, do the 6six months I worked (oldon the old Blue Card) for before I went to Belgium count or not in thesetowards the 21 months? Because if yesIf so, then I think right now in January 2023 end, I could apply by the end of January 2023.

Also, I also read in the germanGerman law that the study time also counts, though only half, so for me, it would be 1.5 years - would thesethis be counted too?

  Any insight would be helpful. I have read a lot but I am still kinda unsure. I wrote tons of Emailshave written many emails to the Foreigner's office, but noI have not received a reply.
