High Are Turkey's customs fees for international mail high?

I had someone send me a valuable but small item from my old home in the States, to Turkey. I had them insure it for $1000 and the postage cost them $50. When it arrived today in Turkey, PTT (mail carrier) asked for $200 in customs fees. Is this typical for international mail? I haven't had this problem in other countries.

I told them to send it back to where it came from. Screw them.
