Apr 26, 2016 at 4:19 comment added phoog @david_adler driver's licenses are typically granted by jurisdictions to their residents. Since you don't live in the UK, you probably live somewhere else, and you would normally apply for a driver's license there, wherever that is.

Free NHS care comes in mind, but for them it's enough if you have a GP (especially if you are British). Your credit rating will be bad though, but that's different
